The Sovereign LORD The Bible Knowledge Commentary of the Old Testament (O.T), edited by Walvoord and Zuck, ©1985, p.1432 points out that the Sovereign LORD (mentioned frequently in the book of Amos and many other places in the O.T,) is also compared to a Suzerain King who has a covenant with a vassal nation. That vassal nation in Amos is Israel. There are stipulations in the covenant and judgments for violating them (See March 14-24 More Page for a description of the Suzerainty treaty)
